
Mr. Ceci is Head of Commercial & Business Development at Blue Racer Midstream. Prior to transitioning to this role, Mr. Ceci was Director, Corporate Development at The Williams Companies, Inc. (NYSE: WMB) where he developed and executed the evaluation, financial, and operational strategy for mergers, acquisitions, and divestiture projects and advised on commercial structuring to facilitate negotiations.
Mr. Ceci previously served as Head of Corporate Development for Cypress Environmental Partners, L.P. where he led the management and execution of opportunities that involve M&A, Joint Ventures, Partnerships and Alliances.
Before joining Cypress, Mr. Ceci worked in the Energy Investment Banking Group at Raymond James & Associates, where he focused on public capital raises and M&A advisory work within the energy industry.
Prior to Raymond James, Mr. Ceci spent eight years at General Electric (NYSE: GE), where he held various assignments in corporate finance. He is a graduate of GE’s Financial Management Program and served on GE’s Corporate Audit Staff, where he conducted financial and operational audits in the United States, Europe, and Asia.
Mr. Ceci received an M.B.A., with honors, from The University of Texas at Austin and holds a B.A. with distinction in Economics from Connecticut College

Mr. Doyle is Commercial Development Lead at Blue Racer Midstream. Prior to transitioning to this role, Mr. Doyle was Manager of NGL Distribution at The Williams Companies, Inc. (NYSE: WMB) where he lead a team tasked with logistics coordination and scheduling of fractionation, truck and rail movements, purity and y-grade pipeline operations, and storage planning of both inground salt caverns along with above ground tankage. Assets supported were located in Oklahoma, Kansas, Ohio, West Virginia, Louisiana, and Mt. Belvieu.
Mr. Doyle previously served as Commercial Development Representative at The Williams Companies for the Conway suite of NGL assets. During his tenure he held roles with commercial responsibilities managing joint venture and split ownership fractionators along with supporting business development efforts for the Conway fractionator, salt cavern storage leases, and truck and rail operations.
Before his tenure on the NGL commercial team at The Williams Companies, from 2008-2016, Mr. Doyle supported The Williams Companies, Inc. Gathering & Processing business units working with operating areas in the Rockies, Gulf Coast, and Four Corners regions.
Mr. Doyle received a B.A. in Finance from Oklahoma State University.

Mr. Hall is an accomplished professional with nearly two decades of experience in the energy and construction sectors. Mr. Hall graduated from Texas Tech University in 2005, laying the foundation for a career marked by leadership and successful project execution
Mr. Hall previously served as a Project Manager for fifteen years, leading multiple safe and successful buildouts. Mr. Hall’s keen eye for detail and dedication to safety protocols ensured the seamless and efficient completion of numerous projects.
In 2020, Mr. Hall transitioned to the Business Development team at Blue Racer Midstream, a pivotal career move that allowed him to leverage his extensive project management experience in a new domain.
Currently, as a Commercial Representative, Mr. Hall plays an integral role in supporting customer needs. He excels at working collaboratively across various internal groups to deliver tailored solutions and foster strong client relationships.
